After the tenth Dalai Lama passing away on 1837, Emperor Daoguang dispatched the Amban and the Regent Tsemon Ling Hutuktu to preside over searching for his reincarnated soul boy. Regarding the four soul boys obtained through various search, Emperor Daoguang, after getting report, decreed the Imperial Edit ordering to deliver the soul boys to Lhasa for inspection one by one. This is the memorial reporting the situation on the Amban Mengbao, Haipu along with the seventh Panchen Erdeni, the regent, Kalon and Khenpos of the three grand monasteries inspecting the soul boys and requesting exemption of the drawing lots.
