Upon the seventh Dalai Lama passing away, Emperor Qianlong established the regent regulations to assign De mo Hutuktu, ngag dbang vjam dpal bde legs rgya mtsho, as the regent and dispatched the third Lcang skya Hutuktu to enter Tibet, together with the sixth Panchen Erdeni, presiding over the search for and recognition of the seventh Dalai Lama's reincarnated soul boy. This is the Imperial edit conferred to Demo Hutuktu by Emperor Qianlong. (Rinchen Dolma)

Imperial edit to De mo Hutuktu: as the Dalai Lama passed away, considering the importance of the Tangut area, I order Lcang skya Hutuktu to come to Tibet and stay there until the reincarnation of the Dalai Lama's Qubilgan. According to the Amban's later report, the Amban along with Khenpo, Kalon et al all recognize your good mastery of scriptures and sophistication in administration affairs, thus, they suggest you to deputize to administrate monks and laymen affairs previously token by Dalai Lama when he was alive and request me for instruction. Considering you are grand Hutuktu, and were appreciated and cared by the former Dalai Lama, I approve what Khenpo, Kalon et al requested. In addition, I grant you the title and order you to deputize Dalai Lama's role and will no longer dispatch Lcang skya Hutuktu to Tibet. Hereby I decree the Imperial edit on the basis. The memorial you have presented, I read it with joy. Moreover, what you spoke to Wumitai: I’m too young and less sophisticated to take such heavy role. It will be great benefit for local people if the Lcang skya Hutuktu can help administrate all together and other words. They have all reported to me. Furthermore, you also said in your memorial about your young age and lack of experience, however, I consider you are the grand Hutuktu in Tibet, thus you can take it well. Therefore, you should take the role resolutely according to the Imperial edit. As Dalai Lama is the leader of Tibetan Buddhist, I expect the reincarnation by soon, thus dispatch Lcang skya Hutuktu to consult with the Panchen Erdeni, Dharmapala, you and Lamas of various monasteries in order to get the reincarnation accomplished by soon. During the period, you should discuss the affairs need to be done or need discussion at your side with Lcang skya Hutuktu, which will be beneficial for the whole thing. Lcang skya Hutuktu plans to arrive in Tibet at the year end and will come back soon after recognition of the Dalai Lama's Qubilgan. Hereby especially let you know in advance.
