In 1875, after the twelfth Dalai Lama passed away suddenly, Emperor Guangxu appointed Kyirong Hutuktu as the Regent, taking care of searching for the reincarnated soul boy of the twelfth Dalai Lama. The Tibet monks and laymen requested Emperor Guangxu for approval for exemption of the drawing lots after a soul boy born in Nang County was found. Emperor Guangxu approved as "not need drawing lots" then formally confirmed the soul boy as the reincarnated soul boy of the twelfth Dalai Lama. This is the order from the Amban Songgui to the regent Kyirong Hutuktu to instruct him to implement based on the Imperial Edit translated by the Amban, after the Amban getting the Imperial Edit from Emperor Guangxu.
